Living Under Authority: God's Design for Order and Obligation

In Romans 13:1–7, Paul teaches that government is a God-ordained institution established to maintain order, restrain evil, and promote civil stability, and therefore believers are called to submit to governing authorities, pay taxes, honor leaders, and live as responsible citizens. This command was especially radical because it was written to Christians living under the pagan and often unjust Roman Empire, yet Paul emphasizes that all authority ultimately exists under God’s sovereign control. Christians are to obey government not merely out of fear of punishment, but for conscience’ sake and as an act of obedience to God. However, when government commands what God forbids or forbids what God commands, believers must obey God above men while still responding with humility, respect, and a willingness to accept consequences. Throughout the lesson, Paul’s teaching is balanced with the reminder that the church’s primary mission is not political activism but faithful gospel proclamation, recognizing that believers are ultimately citizens of God’s eternal kingdom.
